Sam Sangster

Founder & Managing Director

Sam is the founder and Managing Director of Klok Advisory.

As Managing Director of Klok Advisory, Sam personally acts in a range of project governance roles, leads masterplanning for precincts, structures complex transactions procuring large social infrastructure and precinct/property development projects, facilitating private sector capital investment in (social infrastructure) projects, and advises on commercial structuring for infrastructure transactions. He is particularly renowned for his expertise in leading health capital projects, health and education precinct developments and commercial structuring for social infrastructure projects. Sam’s health infrastructure credentials are unparalleled in Australia, having now led client-side planning and delivery of more than 200 hospitals with a total project value in excess of A$52 billion, and for Klok clients, assisted bidders with hospital PPP bids valued at over A$5.7 billion and other sector PPPs of more than A$3b.

For the 15 years prior to establishing Klok Advisory in 2020, Sam led substantial State Government delivery agencies in Victoria and NSW including VicUrban/Places Victoria, NSW Health Infrastructure and was the inaugural CEO of the NSW Government’s Western Sydney & Aerotropolis Authority. At the Western Sydney Aerotropolis Sam oversaw the development of commercially-focussed city-scale masterplanning for 11,000 hectares around the new Western Sydney Airport, with a focus on development and infrastructure sequencing and engagement with existing and incoming landowners, and led the NSW Government’s business attraction activities, signing more than a decade globally-significant companies to base themselves at the Aerotropolis as foundation partners.

Sam’s pre-government career included senior executive roles at National Australia Bank and Western Mining Corporation in commercial, corporate treasury, Divisional CFO/financial leadership, tax and capital funding/financing domains.

Sam holds formal qualifications as a lawyer, accountant and company director, and outside of work is an avid and active scuba diving instructor/technical diver, a published sports, architecture and cityscape photographer and is a very keen follower of Australian Rules Football.

Troy Harvey

Partner

Troy Harvey is a Partner at Klok Advisory and one of Australia’s most experienced health precinct commercial advisors.

He specialises in commercial development, precinct transactions and the mobilisation of government‑aligned investors to deliver complex social infrastructure. He led masterplanning and structure planning for the Western Sydney Aerotropolis at city scale — translating the strategic intent of a new airport into a precinct framework that aligned public infrastructure investment with private landholder uplift and commercial commitments. As Acting Deputy Secretary & Chief Executive, Health Infrastructure (NSW Health) and longstanding executive leader across the NSW Health capital program, he has directed end‑to‑end strategies for large health and education precincts—aligning public objectives with private capital, and translating policy into investable structures that work for both government and the private sector.

Troy’s transaction portfolio spans investment business cases, developer/investor procurement, commercial development agreements, complex leasing and property transactions, and delivery governance for major hospital and research assets. He has led Master Planning and structure planning at city scale (including the Western Sydney Aerotropolis) and advanced commercialisation initiatives including co-investment in bio-pharmaceutical manufacturing. His brings disciplined commercial analysis, probity, procurement and contract strategy, backed by hands‑on delivery oversight and cross‑agency stakeholder management.

Formally trained as an architect (BSc Arch, B Arch, University of Newcastle), Troy combines design literacy with executive‑level commercial acumen, enabling clear investor narratives, robust feasibility and executable deal terms. Troy joined Klok in early 2026.

Rachel Ruan

Senior Analyst

Rachel Ruan is a Senior Analyst at Klok Advisory with a background in banking and finance, including experience at Commonwealth Bank of Australia’s Institutional Banking & Markets team providing funding and financing to social infrastructure projects, and prior experience with Société Générale’s infrastructure investment team.

Since joining Klok Advisory in 2025, Rachel has contributed to major transactions including the QUT Herston Quarter medical school procurement ($1 billion+), ANU campus development advisory, and NSW Government financial analysis. She holds a Juris Doctor with Honours and a Bachelor of Arts in English Literature with Honours from the University of Melbourne.

Kristy Power

Client Services Manager

Kristy has helped a range of businesses thrive and grow, with an outstanding focus on customer service and can-do approach. She is highly experienced in working with business leaders and Boards and in ensuring business operations and events run seamlessly.

Originally trained as a nurse and having spent time working in palliative care nursing, Kristy brings great affinity to the work Klok Advisory does in the health and hospital sector.

Kristy was Klok Advisory’s first team member, joining in 2021.
