Sam is one of the most highly experienced and best known infrastructure delivery leaders in Australia, with an enviable reputation for achieving outcomes in complex and ambiguous arenas. He has highly-regarded insights in managing political risk whilst balancing public policy outcomes, public value maximisation and commercial returns in delivering private sector investment in public-private ventures.
Sam holds formal qualifications as a lawyer, accountant and company director, and has extensive senior executive experience with some of Australia’s leading ASX listed companies and in several state government delivery organisations. These include being:
the inaugural CEO of the Western City & Aerotropolis Authority – taking the Western Sydney Aerotropolis concept from inception, selling the vision to the world, curating a highly successful investment attraction program, negotiating funding & delivery of city-shaping infrastructure such as the Western Sydney Airport Metro, driving rezoning of more than 6,500ha for appropriate uses and establishing the pathway for construction of the Aerotropolis
Chief Executive of NSW Health Infrastructure – delivering in excess of A$10b of health assets over more than 90 projects across NSW, developing and implementing the highly successful Health & Education Precinct strategy in collaboration with the Greater Sydney Commission, and growing the HI development pipeline from A$3b to more than $14b
CEO (and before that a series of senior executive roles) of VicUrban/Places Victoria – delivering more than A$2.6b of commercial development in Melbourne’s Docklands precinct in conjunction with Australia’s leading property developers, together with delivering more than 40 urban regeneration and mixed use/residential greenfields projects across Victoria
Outside of work Sam is an avid scuba diver, a published sports, architecture and cityscape photographer, is passionate about the inclusion of arts & culture into infrastructure and property projects, and is a very keen follower of Australian Rules Football.
