Klok Advisory welcomes Troy Harvey

Klok Advisory Managing Director Sam Sangster today announced that Troy Harvey is joining Klok Advisory as a Partner, following a highly successful recent career in NSW Government delivery authorities including Health Infrastructure and the Western Sydney Aerotropolis.
Adding significantly to Klok Advisory’s 5-plus-year track record of successful transactions and projects, Troy specialises in commercial development, precinct transactions and the mobilisation of government‑aligned investors to deliver complex social infrastructure. As a senior executive at Health Infrastructure (NSW Health) and longstanding executive leader across the NSW Health capital program, he has directed end‑to‑end strategies for large health and education precincts—aligning public objectives with private capital and translating policy into investable structures that work for both government and the private sector.
Troy’s extensive transaction portfolio spans investment business cases, developer/investor procurement, commercial development agreements, complex leasing and property transactions, and delivery governance for major hospital and research assets. He has led masterplanning and structure planning at city scale (including at the Western Sydney Aerotropolis) and advanced commercialisation initiatives including co-investment in bio-pharmaceutical manufacturing. He brings disciplined commercial analysis, probity, procurement and contract strategy, backed by hands‑on delivery oversight and cross‑agency stakeholder management.
Formally trained as an architect (BSc Arch, B Arch, University of Newcastle), Troy combines design literacy with executive‑level commercial acumen, that enables clear investor narratives, robust feasibilities for transactions and executable deal terms.
Troy and Sam have worked together in a range of guises since 2013, and it is great to bring the partnership back together under the Klok Advisory banner.
